The Elven Council is a preconstructed Magic: The Gathering Commander deck from the Lord of the Rings: Tales of Middle-earth set. It uses Green, Blue, and White mana. The primary commander is Galadriel, Elven-Queen, a four-mana legendary elf noble. At the beginning of your combat phase, she initiates a voting mechanic called council's dilemma. Players vote for friendship or dominion. Each friendship vote lets a player draw a card and put a land onto the battlefield, while each dominion vote places a plus-one plus-one counter on a creature you control and ring-tempts you.
